REGULAR COUNCIL MEETING

CALL TO ORDERMayor Dale Jacobson

The regular council meeting for the Town of Cathlamet was called to order by Mayor Dale Jacobson at 7:00 p.m. Monday March 16, 2015.

 

PLEDGE OF ALLEGIANCE –

 

ROLL CALL Clerk/Treasurer Tina Schubert

Present: Mayor Jacobson, Council Members Hannah Booth-Watts, William Talbott, David Goodroe, Andrew Lea. and Wally Wright. Also present were Clerk/Treasurer Tina Schubert, Public Works Superintendent Duncan Cruickshank, Eagle Editor Rick Nelson, Town Attorney Heidi Heywood, Fire Chief Fred Johnson, Assistant Executive Fire Chief Beau Renfro, Wahkiakum Co. Commissioner Mike Backman, PCA President Jennifer Johnson and members of the public.

 

ADDITIONS, CORRECTIONS, DELETIONS TO THE AGENDA –

Clerk/Treasurer Tina Schubert asked for the addition of Wahkiakum County – Town of Cathlamet Hazard Mitigation Plan support be added as item 9C.

 

VOUCHER REVIEW COMMITTEE –

1.     Voucher Review Committee Report- Hannah Booth-Watts and William Talbott recommended approval of the vouchers.

2.     The Voucher Review Committee for the April 20, 2015 meeting will be David Goodroe and Andrew Lea. William Talbott will be the alternate.

 

CONSENT AGENDA –

Motion to approve the consent agenda including the Minutes of the February 17, 2015 Council Meeting, Voucher warrants/EFT’s #33393- #33459 in the amount of $44,794.76, Payroll warrants #40001- #40018 in the amount of $33,291.73, and approval of the reappointment of James Reed to the Planning Commission was made by David Goodroe and seconded by Hannah Booth-Watts.  Motion carried 5 Yes, 0 No.

 

CITIZEN’S PARTICIPATION –

None

 

UNFINISHED BUSINESS –

A.    CM Goodroe told the Council that he has heard nothing back from the PUD since he gave them the final version of the PIWS/TOC water contract last Friday. Item tabled.

B.    The Beal St. vacation request was tabled until the next meeting. Mayor Jacobson and CM Andrew Lea recused themselves from the discussion.

 

NEW BUSINESS –

a.     Motion to approve the request by EMS Battalion Chief Jodie Tawater for four EMT’s to attend out-of-state training was made by Hannah Booth-Watts and seconded by Andrew Lea. Motion carried 5 Yes, 0 No  

b.     The request to have the building moratorium at Columbia Ridge Estates lifted was tabled by consensus. No action

c.     Motion to authorize the Mayor to sign a letter of support for the Wahkiakum County – Town of Cathlamet Hazard Mitigation Plan was made by David Goodroe and seconded by Andrew Lea.  Motion carried 5 Yes, 0 No

 

REPORTS –

Mayor Jacobson said that he would like to offer the use of the parking lot next to Station Two to the Port for the use of fishermen to park their trailers. Agreed by consensus to allow this. CM Goodroe reported that he is now going over the monthly reports and that they are being signed off on. CM Goodroe said that he may also review payroll. CM Lea reported that he had met with Public Works and that the sewer lift station is still being worked on but may need to be replaced. CM Lea said that they have quotes for a pool liner and asked to have the Pool Advisory Board review them and make a decision. The PW report is available at Town Hall and on the website. CM Booth-Watts reported that the Pioneer Community Association is looking for board members. PCA President Jennifer Johnson reported that funds are still being received for the fire sprinkler system. CM Talbott said that he had attended the CWCOG meeting but it was focused on Cowlitz County. He said that they will meet in Wahkiakum County next. CM Wright reported on Fire Dept. activities. Executive Assistant Chief Beau Renfro said that they are still attracting recruits who are being trained and reported on other EMS and Fire activities.
