Joint SMP Workshop

CALL TO ORDER – Mayor Dale Jacobson

The Joint Shoreline Management Program Workshop for the Town of Cathlamet was called to order by Mayor Dale Jacobson at 5:02 p.m. Tuesday February 16, 2016.

Present: Mayor Jacobson, Council Members Andrew Lea, Ryan Smith and Richard Swart. Also present were Clerk/Treasurer Tina Schubert, PW Supt. Duncan Cruickshank, CREST representative Garrett Phillips, DOE representative Michelle McConnell, TOC Planning Commissioners John Collier and Chris Doumit, Town Attorney Heidi Heywood, County Planning Commissioner Roy McIntire and Citizen Minette Smith.

 

UPDATE PROCESS REVIEW – Garrett Phillips

Columbia River Estuary Task Force representative Garrett Phillips distributed materials and gave a summary of the process review to date.  He then described the state requirements and what can or cannot happen within certain zoning designations.

 

A map was distributed that showed changes in the existing shoreline designations to include an “Urban Conservancy Environment” at the mouth of Birnie Creek.  The “Shoreline Residential High Intensity Environment” designation would also be changed in name to “Town of Cathlamet Residential”. Per Dept. of Ecology recommendation, in Table 2, the “Medium Density Environment” was removed and a row was added for “non-water oriented mixed use” as recommended by Planning Commission and Town Council members.  Mr. Phillips also said that some non-conforming uses may be “grandfathered” in despite not conforming to current zoning, but if they needed to be rebuilt, it would have to be done within one year or it would lose the privilege of the grandfathered designation.

 

Garrett said that the final draft is due by the end of this month.  Suggestions were given by attendees which Mr. Phillips will take back and incorporate into the draft. The last SMP update was done in 1992, but they are now required to be reviewed every eight years.

 

Michelle McConnell from the Dept. of Ecology answered some questions from the attendees.

 

The next public review meeting was scheduled for April 6th with the time and place TBD.
